Internet connectivity problems with 2 separate networks.

I just got my hands on a new Alienware M18xR2 laptop computer. So far, I have had nothing but great things to say about it. Only one problem has surfaced since I bought it. The problem being internet connectivity with two different networks. At the house I first booted it up, I get a great download speed, something like 11-18mbps depending on who's using it. At that house, I set my connection as a "home" connection. At this new house, I set my connection as "home" as well. The issue is that the second house, I will get a download speed of 0.3mbps at the highest. Most of the time, I will not be able to connect to the internet at all. A ping test reveals that at house 1, I get nearly all packets back. At house 2, I get maybe 0-2 out of 100 packets sent.
What I have done so far:
1. I checked to see if the connection was to blame and booted into my Linux system (I dual boot). I get nearly all packets back, which means that the problem is windows or driver related. The device and the network is completely fine.
What I have not checked:
1. I have not checked to see if after returning to house 1, the problem persists. It may be isolated to this network, or it could be that after adding a second network, the problem persists at house 1.
It is worth noting that that the security on the wifi networks are different at both houses. House 1 uses WPA2 Personal, whereas house 2 uses Hex WEP.
