Which netsh command did you change?
I recommend: normal: Allow the receive window to grow to
accomodate almost all scenarios.
There are several - not sure which you used.
Have you been able to test a distant site via PING?
Did you have any packet loss with PING?
Have your currently check your Filters for noise?
What is the Noise ration?
Have you checked to see if the MTU has changed ?
When was the last time you DEFRAG'd the HDD?
Win7 is more sensitive to this that Vista. (IMHO)

i've changed the netsh command to normal
the pinging test:

0% loss, average round trip=465ms

i've got 100% loss when i try to ping using MTU value of 1492.

btw, how to check noise filters?

it's 3 weeks when i last defragment my hdd.

Ping -l <whatever> sets the payload size in the ICMP echo packet, not the MTU. Try using 1472 instead and you should see much better results.

(The default MTU is 1500 bytes, and the L2+L3 headers are together 28 bytes in size by default. Hence, 1472 becomes the biggest payload which can be squeezed through with the DF flag set.)

1% loss with packets of that size is entirely adequate. TCP error correction can deal with far greater losses anyway. That doesn't appear to be your problem.

Before I realised he wasn't the OP, I made these suggestions to the other person who claimed to have a similar issue:

You might want to think about having a crack at those items.

There are several methods of checking a Noise Filter.
1. many modem-routers have a test method built in.
access the modem select the test method. and run the series of test requested.
2. replace the Noise filter with a different one. then run the same tests.
3. Noise can and will kill your speed and affect the ability to DOWNLOAD.

signal to noise ratio if critical. I also have found that SOME NEW filters are 100% CRAP. I have had to call the issuing ISP and request NEW TESTED Filters.

information on S/N ratio.
