    Just to make sure your rule for google chrome is correct do this:

    Control panel > Windows firewall and click on the link "Allow program of feature trough windows firewall"
    click on "allow another program" button and select google chrome from the list then complete the setup and try again.

    The same way you can allow any other program..

    It says chrome is already on the list of exceptions and it's checked.

    Ok, if you already backed up your original rules and saved them just in case(if not the do a backup please), here you can download WindowsFirewallRules.zip my rules and apply them to your firewall.
    (steam and chrome rules are included)

    to apply them download a zip file, unpack it and do this:

    control panel > windows firewall > advanced settings link and right click on Windows firewall with advanced security then select "import policy" and navigate to unzipped file "WindowsFirewallRules.wfw"

    Please post your results about chrome etc...
    Please not you can always import your backed up policy back.

    Just imported that and realized that may be a bad idea with all the rules I already have for my programs and games. Could you tell me what you did for Chrome and Steam?

    outbound TCP 80, 443, 21 allow

    steam.exe
    outbound TCP 80, 443, 27014-27050 allow
    outbound UDP 27015-27030, 3478, 3479, 4380 allow
    inbound TCP 27015 allow
    inbound UDP 4380, 27000-27015 allow

    The "Error 103 (net::ERR_CONNECTION_ABORTED): Unknown error." error still shows. Usually when refreshing pages. I can't get the whole site to respond after that.

    I've made one rule before so my IRC client only allows a connection through my VPN. This is the tutorial I followed. http://wiki.hidemyass.com/Tutorials:...ic_(IP_binding)

    got some error message code 87 ...
    never mind.... let's just skip that

    I really don't have any issues with creating rules other than that one with Chrome and that isn't covered in the links you provided.
