That's not even close to 30+ Mbits. You should contact your ISP, there might be something going on and verify your subscribed bandwidth. Is the image from a wireless connection? How about wired?

Hi there ..... I have been with most ISPs over the years everyone of them seems to be lacking in some way ..... When you call up to complain they always have an excuse they say they are not to blame .... Many things can slow your net down at certain times but should not happen all the time and should not be tolerated ... So my advice is to keep on at them till you get satisfaction.

Depending how long you have been with Plusnet ? .... My advice would be to call them up once more and ask how much it would be to end your contract ..... I have done this in the past with ISPs and have found that they will do near any thing to keep your custom .... Saying that if you are not that long with them this would not work.
