    Do you have Microsoft-Windows-WindowsFoundation-LanguagePack-Package (most likely Czech) on CD/DVD?

    Language packs can be installed on Windows 7 Professional/Ultimate only... so they did a fancy trick.
    Do this [link removed] so install the Czech language pack again using Vistalizator. Maybe uninstall language pack first (?)

    Run this Download System Update Readiness Tool for Windows 7 (KB947821) [May 2013] from Official Microsoft Download Center (Czeck language I assume)
    as well. Post %systemroot%\Logs\CBS\CheckSUR.log and CheckSUR.persist.log afterwards
    sfc - same output on console.
    When the Update Readines Tool started (maybe it was still downloading, not sure), BSOD: 0x0116

    You prefer whole windows 7 in English? If so uninstall language pack. Uninstall works fine?
    If so... reboot after uninstall. Then do sfc/scannow again.
