I have no recollection. I rarely use steam, install updates, or use chrome or IE, so if there was a problem earlier, I wouldn't have noticed. I was in the process of installing a new antivirus program (housecall) when I noticed it wouldn't connect to the internet. That was a few weeks ago. I've been scouring forums for help since then. I have no idea what kind of problem this is...

If Firefox works and IE and Chrome doesn't then that has to do with settings inside them . Have you tried resetting the settings in IE ?

Click on inside type Internet Options and press Enter . Inside the Internet Options window click on the Advanced tab and click on the Reset... Button . Place a check next to Delete personal settings click on Reset button . Waiting until you get four green checks click on the Close button and close the Internet Options

Yeah, I've tried that too. How can this be possible? I know that FireFox connects differently from IE and Chrome. Might the problem be related to WinHTTP or WinSock? I don't know much about how those work.

Take a look at your Windows Firewall and your Antivirus software for firewall settings .

    Add Google Chrome

    Location : C:\Users\<username>\AppData\Local\Google\Chrome\Application\chrome.exe

APPDATA is a hidden folder . To unhide follow the steps below

    • Click on the Start button and select Computer
    • Press the Alt key on your keyboard and click on Tools or click on Organize
    • Select Folder Options
    • Click the View tab and make sure that Show hidden files and folders is selected under Hidden files and folders
    • Click Apply then click OK

I tried that just now. I even tried turning it all off, but nothing changes. This must be annoying you as much as it's annoying me by now.
