thought might help. All are set to full access.
Double check your Homegroup password, make sure you didn't type a zero for an "o", or something.

All of those settings are checked. Target computer? How can I view their IP address? Should i ask them about the IP?

That machine isn't a member of the Homegroup from what I can see. You don't need to use the IP address or the computer name if the C:>Users folder is shared out as it should be, the picture below shows the C:>Users folder shared out with permissions for everyone. This is required in order to share any of the User folders.

You could add this machine to the Homegroup but Workgroup sharing should be working provided that it's on the same subnet using the same default gateway and has the same "Workgroup" name as the other machines.

Check that the permissions are set correctly at the C:>Users folder "Picture in my last post" and that Network Discovery and File and Printer sharing are turned on the Advanced Sharing settings.

That aren't the permissions settings, those are the advanced sharing settings.

Remember the picture I posted of the C:>Users permission settings, that's where you need to look and make adjustments.
