Port Blocked and I have no idea how to unblock it

I need port 80 for some software I have and for it to work properly it specifically needs to use port 80. So I went into Command Prompt and found that port 80 was being taken up by PID: 4. So I get on task manager to look up what PID: 4 is and it is my "system" I'm not even 100% sure what this means. I'm assuming my system applications are running in port 80? I don't know I'm just hoping you guys have a way for me to free up port 80 for my software.

Caelaiden, I believe that port 80 is where your built in web server is located.

Are you trying to install a webserver?

No, I am not trying to setup a webserver on the other hand I have Windows Azure on my PC

What software are your using that requires port 80 to be open? Usually only web servers require this.
Where do you see that port 80 is blocked?

Edit: By default the firewall will block all ports from outside access and your ISP may also be blocking port 80.
