HELP: Error "Wireless Connection doesnt have a valid IP Configuration"

I keep getting this error: "Wireless Connection doesnt have a valid IP Configuration" and there is a little yellow triangle on the WIFI connection I am trying to connect to. This connection is my next door neighbors and I have FULL PERMISSION to be using it, so no issues there. My problem is that now it is not letting me connect to it. Another error I saw was something about conflicting IP's.

What can I do to fix this? My neighbor lets me use his wifi for school because Im a virtual school student overseas and I have a lot of homework online and am in need of high speed internet. I am behind on several on my assignments and there's only 2 weeks of school left. Please help me connect to the wifi, it would mean so much to me.

I am currently trying to download ubuntu because I know I wont have this issue on there but my current internet speed is SO SLOW its saying I need a whole day to download it and that's too long.

I have windows 7 home premium

    Thank you

First things first, did your neighbor change anything with his configuration? If so, what changed?

Please follow this guide and report back:
