Your getting the 169 ip address because your computer cant connect to your router
Did you do the netsh reset? Have you tried the flush dns?
(Do this in safe mode)
One thing you have to do is make sure IP4 and IP6 is all obtain automatically
Go to "advance" and make sure DHCP is enable nothing in default gateway, if there is anything in there remove it.
Go to DNS tab and make sure nothing is in both address, as for the "WINS" tab make sure nothing is in there.
Reset IP settings
ipconfig /release
ipconfig /renew
netsh int ip reset reset.txt
netsh winsock reset catalog
^^ Do chev65 instead of the top since sfc /scannow does all that
Once you do that disable the Local Area connection and restart and re enable it
Do IP config again and see if it is still the 169 ip address.
If it is still 169 ip address, try with another computer to see if that computer gets a 169 address
