"IE cannot display the webpage" Internet connection, some sites work

    Hello,

I know there are alot of posts about this subject but I've spent the last 5 hrs reading through, trial/erroring stuff and i don't get it to work.

    Now here is the issue.

On my PC i noticed some days back that i can't access certain sites, wikipedia.org is one of them, the "agree & download" button on nvidia drivers is another, where you download microsoft security essentials is another.
Now the easiest one to use as an example is wikipedia.org because it has the shortest web adress.

When i try to access it, in Internet explorer i get "cannot display the webpage" and in chrome there is "This site is not available".

    What I've done
    • I have tried pinging wikipedia.org in cmd which works and i can ping it with 0% losses.
    • I have telnet wikipedia.org which don't work
    • I formated my OS HDD, reinstalled Windowps 7 ultimate 64
    • After that i formated my storage HDD
    • I downloaded Microsoft sec essentials from my laptop (more on this further down), and installed it on my PC with USB and ran it, nothing came up.
    • Did the same with SUPERAntiSpyware, and ran it on the computer. This found 19 items of tracking objects mostly accounts.google.com in my appdata directory.
    • I have been in contact with my ISP that retty much tells me its a software/hardware issue since it's working on my laptop.

The wierd thing is that all those sites work on my laptop (which i'm using now) and i have no problem of accessing or downloading through those sites, on my laptop, with the same cable.
On my laptop however i use Vista, i don't know if that is relevant information.

Also, i do not use a router since i got fiber connection 100/100.
My internet speed is a at around 95DL/95UL when i speed tested the connection, on both computers.

    *Speculation/Questions*

How can i still be unable to access some sites through my PC when all the content on both HDDs were formated?

What settings/software/malware/virus can remain on the computer that prevents me from accessing some sites even though a full formating have been done?

I know i have forgotten some key info, along with some procedures I've done these past hours.
    but please,
    Help me.

    Thank you.

    Welcome to the Seven Forums.

Can you get to the problematic websites while in the safe mode with networking?
    Safe Mode
(only pick the safe mode with networking option)

When you reinstalled the OS, did you use a DVD from a vendor (which might have bloatware)?

You mentioned that you do not use a router. Does that mean that you desktop computer is assigned an internet facing IP address? Or is there some equipment between the desktop and the internet that performs a Network Address Translation?

It is safer to be behind a NAT device (like a router). If you are behind a NAT, then please post the info asked for here: Basic Requirements Before Posting your Networking Thread while using the desktop. If you are not behind a NAT, then you can skip item 6.

Are both of your computers connected to the internet at the same time? If so, can you describe the equipment used to do that?
