I have tried "OOKLA" www.speedtest.net/ and www.broadbandspeedtest.co.uk and the results are quite different. Ookla gives twice the download speed results compared to the other. Can anyone recommend a speed tester?

The way I gauged my download speed was to download something large from GigaNews. After a few minutes any "surge" settles down and you get a steady rate. Tests with small data tend to favor ISPs that give a short burst, boost, or spike. If the download is less than 100 MB or so, it's too short to get past the download spike.
You can run those tests back to back and get different results. They should be used more as an estimate. Too much depends on current load of the broadband and not just at your ISP server but also network servers.
I suggest running Ping Plotter (free version) to identify where slow spots are occurring. It gives a nice visual graph of response times.
