zero loss means you can see google's public dns server. try a ping of google.com and let me know. Next step is to remove the wireless adapter via the management console and see if it will reset the adapter settings. you will need the hotspots wifi password and you will need to reconnect to it once we reinstall the drivers. move the driver you downloaded to your phone over to your desktop and extract the files by right clicking on it and choosing extract all.

click on your pearl right click computer and choose Manage. click on Device manager then expand network.
right click on wireless adapter and choose uninstall.
Do not check the box that says remove driver for this device at this time. we only want to reset the adapter and see if it clears itself up.

After you remove the adapter via the management console click on Action in the top menu, and choose scan for hardware changes. the pc will now scan and reinstall your adapter with the old drivers.

Next we will flush the dns and reset winsock

Once you run the flush and reset commands in the elevated command prompt then restart the machine again. Lets see if it will gain dns after that. What is happening is for some reason your machine is not getting a dns server from the hotspot. we can force it to use google and see if it will connect.

Right click on your network icon in the task menu and open network and sharing center. in the left pane click on change adapter settings. right click on your wireless adapter and choose properties
next click on ipv4 settings and choose properties. click on the use the following dns server addresses and type in 8.8.8.8 then make sure the validate settings upon exit is checked then ok. Check your connection the internet to see the yellow shield is gone or not.
