    VPN Connectivity Issues, Chrome.

Hello, i've been struggling with VPN issues for months now.
It all started one day when I was using VPN on a work network, and I did not shutdown my laptop. I closed the lid, then when I got home I opened the lid and it tried to re-connect to my Wifi. It screwed everything up. I was able to fix it by re-installing the VPN, then every few days the VPN would break randomly and I would have to constant re-install it every day.

The VPN I was using was Hotspot shield, and I also tried Spotflux and the Chrome VPN Extension Zenmate. Now, it is to the point I cannot connect to a VPN at all. I also have issues connecting to my home wifi network where I have internet access, but I cannot browse any websites. I have used software like "Hijack this" which helped temporarily in the past, and also a software called "Complete Internet Repair" which also helped temporarily. Now nothing seems to work and i'm out of options.

I'm running Windows 7 Starter on a Gateway Netbook
    Intel Atom N2600
1 GB Memory, 250 GB HDD

I have no problems connecting to my work network though. Now it takes a very long time to connect to my home network, and I cannot connect using a VPN at all home or work. In chrome once I activate a VPN I get either a "Certificate Based Authentication Failed" and "Error code: ERR_MANDATORY_PROXY_CONFIGURATION_FAILED"
