Desktop PC causing Laptop to lose internet access

As the title states when I turn on my old PC (Windows XP SP3) my Dell N5110 (Windows 7) laptop loses its internet access (the yellow exclamation mark shows up). When I restart the router the connection is lost after a couple of minutes. Sometimes restarting doesn't fix it at all. Windows Troubleshooter went to the state of fixing this issue, fixing that issue and then there was no status message displayed just the green loading bar flowing into the void. When I turn off the PC, the laptop receives the connection. What kind of a conflict is occurring?

I am using cable broadband internet. My ISP is using my TPLink TL-WR740N router's MAC address. I am using Microsoft Security Essentials and I have disabled my Windows Firewall. Here is my ipconfig:

Both of the IP's are valid so should be working. I can't imagine why plugging in the XP machine would cause the Win 7 machine to lose it's connection unless something isn't plugged in correctly?

It might help if I could see the ipconfig when the connection is down.

Ok i managed to fix this. When i looked at the network connections of the XP PC there was something else there. It is in bulgarian but i think it was a gateway thing or something. That was disabled and unable to enable. I managed to get rid of it and now im fine. Thanks.
