    I would try this sequence.

    Disable ESet
    see if rules settings appear
    if so, set the rules
    test
    enable ESet
    test again

That's a bit vague. Did the rules options show or no?

    I would also post here

I don't know why rules settings are not available. But there are other free firewalls around to try.

What you need to do is to setup an outgoing rule, search for "firewall with advanced security" in start menu. The real list of rules is stored there, while the control panel is terribly crippled for control the built-in firewall.

Of course, if your antivirus includes a firewall by itself, you're probably being "protected" by that instead of Windows Firewall, so better look there first.

How to Create Advanced Firewall Rules in the Windows Firewall

I assume if it's not available from the firewall interface itself then the AV is interfering or something is broken. I would save the AV config somewhere, then get rid of it entirely. Most mess up the system more than help anyway.

I do believe that Eset Smart Security comes with it's own firewall. Turn off Windows 7 firewall and turn on Esets firewall. You do not want both to run at the same time.
