I tried an older version and I have the same problem, I can't install an AV at the moment because I re installed my PC and this issue (AVs tend to download stuff during the installation but the installation will get stuck because of the dropping speed issue) same goes for malwarebytes I believe.

Have you talked with your ISP? Your configuration may be off a bit, or you may need to flush the DNS cache.

Well I didn't talk with my ISP yet because all the computers in this house work perfectly it's just my PC that does this.

I flushed and reset my ISP exactly how it was shown in the tutorial but the problem is still here.

    Pretty strange.. I get this : 74.125.229.178/mia04s04-in-f18.1e100.net IP Address Whois | DomainTools.com

I wonder if the server that you need to use.. is kinda busy at the moment ?

Well I've had it for about a week and a few days but it's just my PC that has this issue, every other PC in my house works perfectly.
