DNS Server Not Responding, IP address lease denied

Hello, starting a few days ago my internet has been disconnecting and reconnecting constantly. When I troubleshoot the problem I get "Your computer appears to be correctly configured, but the device or resource (DNS server) is not responding".

I have tried flushing and registering dns, but I get an error saying the IP address lease has been denied by the DHCP server. I have tried release and renew but the error still occurs.

I'm no expert on such things but I have a idea.

Shut down the computers. (No power)
Shut down the modem and if you have a router shut it down also. (No power from the wall socket)
    Wait for about 5 minutes.

Then boot the modem, router, and computer in that order.

Hello, sorry for the late response but I have been busy.
I have tried those and it hasn't solved the issue. My ISP is not the problem.

Thank you for the response but it seems nothing there has helped me. Pinging both default gateway and websites has been successful. I turned off anti virus/firewall and the internet still goes out.

    Yes

I should clarify the issue started occurring after a storm, and has been a problem for a few weeks.
