'connected' unable to pull up websites, use skype, outlook, etc.

Okay so. This is the strangest problem I've ever encountered in my entire usage of computers, by far.

I download a lot of game related software, many of it mods or system files to assist with the games interior files or working of other programs or the game itself. I have no idea if it is related or not, but after downloading, installing, and running a program called BOSS, which optimises a game to load mods in the most efficient loading way, my internet on my tower has begun to act up. Pinging websites works just fine, I can pull up their IPs, and there was one other thing I tried that showed all results positive. According to my command line, basically I am connected to the internet without error.

While it's weird that this program should not have affected my online capability at all, it is highly coincidental that when I install and set it up, that this activity begins. However, another thought is that the power in my area has gone out randomly when my computer is on. My thought is that something inside has been damaged due to the number of random power outages (sometimes twice a day.)

Here's what doesn't work:

Firefox internet browser
Outlook email installed onto computer
any online game
steam store page

Here's what does work:

steam messenger
SOMETIMES skype. I can get incoming messages, but out going messages are a hit and miss

Pretty weird if you ask me.

This is what I have tried so far:

reset router
checked ethernet cable (works just fine on the laptop)
checked connection to router and to many other connections (It's a system I have to use...)
pinged using many different commands and strings
uninstalled BOSS
flushed DNS
tried (and failed) to adjust the mtu setting. Every time I try it it says the element isn't found. Even when I do it on the laptop. Although, I don't think the MTU setting is the problem, as it seems to be at a good level.
refreshed and renewed IP
ran a virus scan. nada.

My ISP is comcast at the moment. I wonder if they are somehow related to my issue? Evil *******s...

Really don't know what the problem is in order to be able to fix it.

a new development is, that whenever I reset the computer, it works just fine for a while, but returns to its unusual behavior. Any suggestions would be great. I just haven't got a clue what to do with this. It appears to me it's a highly unusual and rare problem that I haven't been able to find it on the internet or even know what words to use in order to figure out what to search for to find a solution.

Alright so an update. Doing a system restore SEEMS to have solved the issue.I'm not really sure what has caused this in the first place though. None the less, any ideas are welcome in case this happens again.
