"local Users and groups" is not available in Home Premium. What would be a good way to view all shares in Home Premium?

I can't seem to get this to work. I have 3 shared folders on my little test PC running Home Premium and they don't show up using this method. Also, the MMC does not include "users and groups" in Home Premium.
