    Can't log into domain catch-22

I can't figure out a solution to this, maybe someone else knows.

I have a user with a laptop, a member of our domain. The user is off site in an airport and needs to connect to our VPN to access everything. When he tries to log in with his domain account he gets:

'there are currently no logon servers available to service the logon request'

So here's the problem. The laptop needs to authenticate with the domain. He can't connect the VPN because he can't log in. Sure, if he was to connect to our network wired or wireless, it would authenticate and no problem but he can't even log in to connect the VPN.

What does he do in this situation?
    Thanks!

I don't have any experience in VPN, but I'm wondering whether the relevant ports have been opened in the firewall for the VPN to be accessed externally? The message hints that Windows can't see the Domain Controller because it can't connect to the internal network through the VPN, for which the only logical reason can be that traffic is being blocked by a firewall since we know it works from inside.
