Network issues, only some applications can access the internet.

Hey guys, had this problem for a while now but not bothered to fix it. For some reason some programs can't access the internet, but others can, some examples:

Can access internet: Google Chrome, Spotify...

Can't access internet: Minecraft.exe, Maya Activation, WinRAR, some others...

At first I thought it could just be 32bit programs that have the problem, but I just had a look at my Chrome shortcut location, and it's within the 32bit programs folder:
    Code:
    "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"
I have disabled all my port forwarding within my router settings, no luck, even restored it to factory settings, so nothing there.

I have reset my internet settings back to default in-case I had changed something there at some point, again, no luck.

    ipconfig /all
    Code:
    Ethernet adapter Local Area Connection:

Above all seems fine, got 2 DNS Servers ect...

Get this error from Minecraft (Game) which uses Java, shows some error codes that could help.
    Code:
    Downloading: https://s3.amazonaws.com/Minecraft.D...cher.pack.lzma (try 10/10)
Exception: java.net.SocketException: Unrecognized Windows Sockets error: 10104: create
Unable to download remote file. Check your internet connection/proxy settings.
Any ideas? The main annoyance i'm getting from this issue at the moment is being unable to activate my student version of Autodesk Maya which I need for my University Work.

try doing a winsock reset by following the steps in the link below. If that does not work post back and we can go from there:

SF IE Restorator - Troubleshooting General Issues with IE

EDIT: even though it says its for internet explorer; just follow the steps for resetting the winsock.
