Blocking router access to a program

My younger brother keeps scamming his way to gaining access to his laptop and then goes on to play online games, when he's got the PC for completing his projects.
How can I block router/internet access to that specific program without affecting his average browsing capabilities? I would preferably like to do so without touching his laptop.

This is difficult to do from the router, since you can't really block by application from a router : this is the task of the software firewall. If your brother has an administrator account in windows he'll be able to modify the rules of the firewall though.

Most routers have various means of limiting Internet access, this includes allow/block a specific machine connected to the router, maybe at some specific times, and also hardware firewall features to allow/block specfic ports.

All of this depends on the model though, I'd suggest reading the manual or maybe go to the manufacturer's website for more information.

If it has a hardware firewall, you could limit connections to only 80/443 (Internet browsing), and maybe 110/995 (POP3 Email), 143/993 (IMAP Email). Many online games (MMORPG types) use non-standard ports so it might block them. If he uses browser-based games, you're out of luck.

A more involved solution is to block some specific IP that the game uses. If you block the server which the game has to connect to, then the game won't work. You'll have to find this IP though, and repeat the same process for every game your brother has. To find what IP a game uses, googling firewall plus the name of the game is rather easy and quick.

Another solution that you might check is Parental Controls : Parental Controls - Microsoft Windows
This built-in Windows feature is great to control what a standard user can or cannot do : which programs can be executed, which websites are allowed, etc... It also has monitoring tools that report whatever the user did.
