If you disable internet access, then that FTP will have to be on your local network for anything to be able to reach it, otherwise you'll be locking yourself out.

If you want both, you need internet access. Use a firewall to block both incoming and outgoing connections, but add a rule to allow filezilla internet access.

Found this tutorial about using Windows Firewall for such a thing. This explains how to use the firewall and allow and restrict network access.
How to Create Advanced Firewall Rules in the Windows Firewall

Now, for the rules you actually need for your request. First of all, outgoing access must be blocked by default. Then, go to the outgoing rules panel and either delete or disable all the built-in ones there. At that point, everything on the computer should be unable to access anything (you can test by using a browser, mail client, program updates or ping, all of those should fail).
At this point, you only need to create an outgoing rule that allow Filezilla to access the network (refer to the tutorial for the details), so that it will be the only program with network permissions.

BTW, may I ask why do you want to do all this?
