I am having a really hard time setting this server up i can get to it with the computer that its running on but not in the local network or over the internet using no-ip dynamic dns. I'm willing to try anything or anyway to set up this server or any FTP server that will work for connecting multiple people to share media. if there is any info you need let me know and I will try my best to provide.

Without knowing anything about your setup or what steps did you follow is difficult to give any advice, but I'll try to make my guess.
Typical causes are a firewall blocking the server, you have to open ports for both control (port 21 by default) and all data ports that are configured in the server configuration.
Also, for connections over internet, remember that you must enable port forwarding for the very same ports.
I'm sorry that was a very slow thing of me not to think to add that info i do have the firewall unblocked and i do have port forwarding set up. I hope that is more info and if any other is needed let me know.
Ok, let'stry something then. If local works ok then the server is "alive" and working as it should, but failing over network hints me that something network-related is not properly configured.
Try connecting from a remote machine (local network first to make things easy). Keep the server control panel open, it should display in real time the server activity and show it on screen all commands it receives and its replies. some kind of failure should appear there. Post it here if you want so we can help analyzing it.
Also, make sure the client always tries to use passive mode.
Once local network is working we may attempt to make connections over internet, but let's wait for that for now, fix the easy things first.

I was never able to get Passive mode to work for my Ftp Client, however I was able to get my client to connect both in my home network and from the internet by opening up the Settings page and setting the Transfer Mode to "Active", and then checking the box for "Allow fall back to other transfer mode on failure". I also use the default port of 21. You might also want to check your router to make sure that your Port 21 is forwarded to the PC with the Ftp Server.
I'm certainly not an expert with FileZilla but I have been using it for several years through several versions, I don't know why I have to Use Passive mode to make it work for me but you may have the same problem I had so try Active mode and see if you can connect. Maybe someone who knows can give a detailed explanation of the difference between The Active and Passive Modes.
