thank you guys for your excellent knowledge and quick help

Did you install a new BIOS version? Is this the same Wireless network card which has been in your machine forever, or is this a new card?

1>i tried to upgrade bios from A06 to A16 (it failed and told to apply A09 first)
but A09 also failed with some unknown errors

Did this just suddenly happen on its own? Or was it right after you did some other type of system change or maintenance?

2>tried to upgrade bios & intel display driver (just display driver done)

I wonder if this is a Dell BIOS "whitelist" issue, where the card is seen as not coming from Dell and perhaps causing problems for the Intel installer.

3>yes it could be this issue , i even suspect something wrong at motherboard level

Again, did you replace some hardware on your own?
    4>No

i ran below link and left for tea
    https://downloadcenter.intel.com/Det...?DwnldID=24345

after coming back laptop restarted (i assume battery must have been low)
and after this restart wifi started (before raising thread , i restarted 5-6 times)
