Some programs cannot connect to internet Win7 ult x64

I have internet connect but some programs are not connecting to the internet.

Steps I have taken to solve the issue.

-I allowed all programs from firewall I need internet connection for. When this failed i disable the firewall.
-I did a malware scan and everything is clean.

I switch to another windows 7 partition on my hard drive and it the same issue.

When i disabled the firewall nothing happened, this was because AVG firewall was still in place.
After disabling both it now work for some reason.
On my other partition of windows 7 i also have AVG installed.

I updated AVG and All is well.
