I would like to "free up" Internet to speed up streaming. My query is which would be better vpn or smart dns ?? Also paid or free ?? thanks

Neither will speed up your internet - that's down to your ISP and how much you are prepared to pay. VPNs are mainly used to remain anonymous (illegal downloading etc), and also to bypass geographic restrictions (video not available in your country etc). AFAIK smart dns is also an unblocking tool.

Because VPN is routed through a 3rd party server, if anything, it will slow down your connection.
