PowerShell has a wonderful type accelerator: System.Net.Dns, that's dedicated to retrieving host names.

Code:
PS C:\Windows\System32> [Net.Dns]::GetHostByAddress('192.168.1.102')

HostName                                Aliases                                 AddressList
--------                                -------                                 -----------
RemoteComputer-PC                                {}                                      {192.168.1.102}

PS C:\Windows\System32>[Net.Dns]::GetHostByAddress('192.168.1.102').HostName
