    HTTPS & network share browsing unusable/hang for ~15min after startup


    Win 7 Home Premium SP1

    Any app using HTTPS hangs/is unusable after reboot for about 15 minutes. Windows shares browsing is unavailable as well.

    Uninstalled antivir. Confirmed no proxies.

    No idea when this started. I reboot infrequently.

    Looking for troubleshooting recommendations. Looking to fix, not nuke and pave, unless shit-fan-level necessary.

    Repairing Crypto services seems like the way to go...?

    Event log shows multiple entries with "The dependency service or group failed to start" for these:

    PnP-X IP Bus Enumerator
    HomeGroup Provider
    Computer Browser
    HomeGroup Listener
    HomeGroup Provider

    sfc /scannow shows no problems.

    TIA for any suggestions.

    Is Server service started (automatic)? HomeGroup Listener and Computer Browser
    Is Function Discovery Provider Host started? PnP and HomeGroup Provider
