Some programs can't connect, Firefox & IE 9 can, but not IE10 or 11

I am so frustrated I am shaking. This problem has been going on for a couple months now, but this morning I decided I would just work until I fixed it, well, 9 HOURS LATER, and NOTHING.

A couple months ago, I did restart my laptop and noticed that windows said there was an IP conflict, BUT, it still hooked up. Later that day, I was surfing fine in Firefox, and decided to update IE so I could use it too. First, I figured I would update flash, well, it sad it could not connect to the server. I gave up on that. Then I updated from IE 8 to 9, no problems, 9 was surfing. Then went from 9 to 10, and now could not connect, and trouble shooting said it could not find the problem, same after an update to 11, like there is no internet connection, yet Firefox is fine. So I uninstalled 11, and 10, updates, THEN ( woulddn't work, but when I went back to 8, it worked, s I went to 9 from 8, and now 9 works. So as long as I go from 8 to 9, it works, but not from 10 to 9.

Then I noticed other programs would not connect. I play Microsoft flight sim SFX. My real world weather could not connect t the server. I have an ad on for it called opus that does weather, it also won't. My gaming prog for my ATI won't connect, radeon pro won't connect, but windows update does, downoaded Chrome, it won't connect. I downloaded the nasa ees program to watch stuff on the Pluto mission, and it DOES work.

I have tried everything I have seen to try. I have of course checked that there is no proxy, even tried the auto detect, nothing, so unchecked it. I used that netsh command in the prompt to reset tcp/ip, I have reinstalled the Toshiba realtek driver for my wireless card, same stuff. I have turned off the windows firewall, same stuff, set it back to default settings, nothing, disabled plus in firefox and IE, nothg. Of course, I reset mymodem, unplugged the router, nothing, I tried it again after shutting down my laptop, nothing. I have a slightly older Toshiba laptop and it also has win 7 64 and everything is fine wit it, all programs can us internet, flight sim and all, so I know it isn't the router.

Please, I hope yu can help, I have never been so frustrated. I may have forgotten things I have tried so if you ention something I will try it or let you now I already have. I have not seen that ip conflct thing again, only the one time and that could have been just because of a power outage or something, but I only saw it the one time. I was using Malware bytes for a time, but today I got the mbam program to completely remove it, then got security essentials, updated it and ran a quick scan, it found nothng and says all is well. I am right now running a full scan as I type, but nothing changed after using the Mbam program to get malware bytes off. Even with the firewall completely off, it hanges nothing.

Thanks for any help you can offer, sorry for rambling, just so upset right now.

Goodness, the forum helped me and I didn't even have to get a response, THANK YOU. I was reading other posts and happened to see one thing I had not tried. the RESET WINSOCK command. I opened up the cmd promt, and pasted it in, and I had done this right before I started my post, and actually made my post and I was already fixed, I just had to reboot and I didn't even know it. I was shocked after my post when I remembered to reboot and to my complete surprise, chrome, my fsx weather programs, everything works. I had tried the reset tcp/ip, I had done everything I could find, but had not seen the reset winsock. So I am hoping others who have the problem that maybe their one or two browsers will connect but not others and other programs will give this a try, it was the one thing that worked.

I can't remember the post I saw it in, so I'l just give credit to the entire forum, THANK YOU!!!!!! I dont know what caused my winsock to get corrupted, could have been malware bytes or me fooling around with services or something, but hopefully others can find this when they have the same trouble. Thanks again.

Sorry we couldn't respond in time, glad you fixed it. Yes, netsh reset is used frequently, doesn't help in all cases though. Many people are occupied with the release and upgrade of Windows 10 :)
