accidentally blocked authenticated users from C drive :(

hi. I was trying to remove a virus that had been on my PC since 2011 (and its still on). so i went into the permissions and unchecked authenticated users permissions. of course a warning prompt popped up and i ignored it. next thing you know, I COULDNT PLAY ANY GAMES!!! because i couldnt access flash cookies because they are located in the C drive. ive tried activing the built-in administrator, and right-clicking the C drive and hitting properties and then security, but i STILL even on the built in administrator, get access denied. i cant make a new account because access is denied. i cant do anything with my computer. i would factory reset it but i lost the disk for it a LONG time ago. somebody please help me.
