Can't download anything with IE11 win7

    While I want to shout for joy for the outcome since it did work at last, at the same time, it wouldn't do it in the first place. Only upon pressing the button "Retry" (each time), it does the downloading. The first time, it gives the usual error message of "unable to download", but Retry does it normally without fail. I did the trys with many different downloadings including the Microsoft Security Essentials, and all could be dowloaded on the Retry.

    However, I must thank you first for this, and of course I must not forget everyone who have endevoured themselves in helping me with this nasty incovenience. Thank you for your valuable time. Lastly, if you have any more idea about the failure in the first try, much appreciated, please.

    Back to square one.

    First of all, I am very sorry to you all for this vicious circle because I thought I had it almost solved, but now I have realized it wasn't. Next, let me say that I have a duplicate copy of the Hard Disc which I made before attempting to solve the problem from the beginning in case of anything that might go wrong. I used the DisCopy of EaseUS for it.

    Now, having tried the Mr. Fixit, and still didn't get anywhere, I disposed the HD and changed it with the original duplicate copy to start all over again. What I noticed with this copy was, I made mistake for NOT to press the Retry button before posting the problem in the Forum. I only tried to press it after GokAy #28, when it seemed to work, although it has been like that all the time. But this time, with this HD copy to confirm it, I pressed the "Retry" after it failed to download, and there it proceeded from 0% to finish, and gave the result as "download was successful." But when I look at the icon of the downloaded file, it is a white icon that would require a Program to open it.

    Then I moved to another machine to start download the same file for a check. Then I realized the character before the extension file was not the same. Under normal event, it is like the file in the Attachment where I pointed with red arrow, "Downloading extension format 1", which is a point (not underbar or else). With this kind of downloading, there is no problem.

    But, with the one which gives me headache now, it is like the one on the file in the Attachment with the character before the exe extension as an underbar. See file "Downloading extension format 2". As you can see, how on earth the point has been changed to an underbar like that from the server before even starting the downloading. I have no control of that. If I continue to save this file as it is, a "Save As" window will open, as in the Attachment file "Downloading extension format 3", and an error message will eventually show up, saying "Unable to download ....." However, if I click the Retry button, it does the downloading to the finish, but with a blank icon that needs a program to open it. Here I have two choices. (1) Either, I will alter the underbar in the filename of that icon as xxxxxx.exe (in that case it changes to the proper icon, or (2) I change the underbar before the exe of the filename in "Save as" window as in the Attachment file "Downloading extension format 3", and this also will work as normal.

    The Mr.Fixit didn't help with this.

    I have un-installed AVG with Revo Uninstaller (Trial version). but still didn't do the job.

    So I am now back to square one with this new duplicate copy of the original, having more precise knowledge of the problem than what I described before.

    For this reason, that is why I asked for an apology, and for your understanding right from the beginning of this new description of the problem.

    Partial Downoad problem


    The 'partial' download problem is IE related, use FIREFOX to download any app's.
    Close Firefox on completion of download,AV \MWBytes scan & install using exe.

    Oh, it was my mistake for not telling ahead that Malwarebyte downloading is just an example. The real problem here is the "downloading" itself. This is the same with whatever I download. It is this that I would like to put right as it was before when I could download anything without any trouble like my other machines. Thank you for your input.

    I understand that,I experience the same thing,when I go to the download folder, the download shows as 'partial', no matter what app it is.

    Do try the Firefox method if you are still experiencing the problem,as I find that it works, whereas IE doesn't.

    I keep Firefox just for that purpose.

    Hi,
    Didn't you already download MBAM using safe mode with networking ?
    If it works then you have a third party blocking the downloads
    I believe I already posted the proper uninstall process for AVG and it did not include using REVO.

    Use safe mode with networking again and download Adwcleaner,
    Run it in safe mode...
    Then boot normally and run it again,
    Do you same for MBAM,

    'Partial' Downloads


    I 'think' that I have just found the 'problem' as I have just been able to complete a download.

    I have W7-64 Bit with IE9.

    I went into msconfig & noticed that 'Windows Installer' service was set to 'manual'.

    I then went into services.msc where it was 'stopped' & on 'manual'.

    I set it to 'automatic' & 'start' then rebooted.

    I went to an app site, chose an app to download & it completed as normal.

    It's worth a check for anyone with the problem.

    I am assuming that while a download is in progress Windows Installer service is initiated in preparation for installation after any security checks & that being set to 'manual' with 'stopped' prevented completion?

    Thanks for the additional info, however:
    The Windows Installer service should be set to Manual. It need not run all of the time.

    Downloading/Installing Malwarebytes does not use the Windows Installer service. The Windows Installer service should remain stopped thru the entire download/install process for Malwarebytes. Whatever issue you encounter was most likely cleared by rebooting your computer.

    Thank you always for your effort in trying to help me out of this mire. Now, the problem I have here seems a bit different from the Partial download you mentioned. In my case, it is a full complete download but one has to remove and replace manually the underbar before the extention file, and voila it becomes normal. I think this is faster than using Firefox in this particular case. But it's annoying to keep replacing the underbar all the time when dowloading. The fact the underbar is there (when it shouldn't be) that means there must be something wrong somewhere there. And this is exactly what I wish to have it right.

    You have been tirelessly and kindly assisting me with this problem, together with other people who have given all sorts of suggestions. Thank you all. Now, the reason why I used RevoUninstaller this time is because when I followed the instruction you gave in post #7, after the uninstall a popup of AVG keeps showing up everytime I reboot, and also there were three components of AVG running at the back. This goes contrary to what I read before uninstalling it that it promised to remove every components in the registry. I was annoyed by it just in case the AVG was the culprit. So I resorted to use Revo leaving no trace of AVG left behind. I am sorry if that was not what you intended to achieve. If this is important, I have another copy (duplicate of the original of this HD here) so I can use it to start the process anew in order to follow the proper attempt.

    Next, I downloaded the Adwcleaner and followed the link. The result of the scan was that vToolbarUpdater18.8.0 was found. I removed it, and the machine restarted. When I tried the dowloading of Malwarebytes (with few others) they all have the dot before the extension file exe replaced with underbar, as before. In another word, still no luck yet.

    As for the safe mode, that was the first thing I did. I tried to download from there, and it exhibited no anomaly whatsoever - no underbar before the exe but with point (dot), the normal way.
