So far I have found the only truly free (personal and business) tool that can be considered a NetMeeting replacement for Windows 7 - Inletex Easy Meeting Classic | INLETEX - Remote Support & NetMeeting Solutions

Inletex Easy Meeting Classic allows you to share your desktop in Windows 7 and is peer-to-peer (no Internet required). However, version 1 provides just a basic view-only sharing functionality - no video/audio/remote control. Works well in our local network, so so far so good. Hopefully Inletex will enrich the tool's functionality in their next version (and will keep it free!!).

    Netmeeting's replacement 3rd party

Check out this product: Inletex Easy Meeting Classic | INLETEX - Remote Support and NetMeeting Solutions
First version just view only (screen sharing), no remote control functionality. But it's peer-to-peer (no Internet required) and free.
Their commercial product - Inletex Easy Remote Control | INLETEX - Remote Support and NetMeeting Solutions - is coming soon and hopefully will have all the features you've described.
