1 Out of 4 Computers With Ping Issues

I have a 4 desktop computers (all are the same models) that are used for monitoring CCTV cameras. All of the machines were working just fine until I had a hard drive failure on one computer. I reimaged that machine from one of the other 3 machines. Remember all of the machines are the same model of computer. I changed the name and the IP on the reimaged machine.

Now for my problem:
-I started having issues with viewing the cameras on the reimaged machine. The camera images would freeze and come back again after a short time.
-I ran "ping -t" test and my pings work successfully for a short time (about 3 or 4 minutes) and then pings will drop out. After a minute or two they will start pinging successfully again. There is no pattern as to how long the pings will work or drop out. I have monitored it for a day with the same results.

Here are some details of my setup.
-I do not run any antivirus software on the machines.
-Firewall has been disabled on all machines.
-All machines have fixed IPs (
-IPV6 has been disabled.
-The machines only have the OS and the camera viewing software installed.
-These machines are in a server rack next to the network switch. Directly connected to the switch.
-Only this one machine is having this issue.

Here is what I have tested so far with no luck.
-Swapped patch cable.
-Swapped ports on the switch with one of the working machines.
-Power cycled the network switch.
-Verified all the latest Windows update have been applied.
-Swapped the fixed IPs numbers between computers and the pings dropout issues stayed with same machine and not the IP.
-Deleted the network card, recreated, and reconfigured it within the OS.
-Downloaded the latest network card drivers from the manufacture and applied them.
-Disabled the onboard NIC and replaced it with a USB to NIC adapter and configured that device to the fixed IP and it had the same issue.

So far, this seems crazy to me.

I restored/reinstalled the OS from the original DVDs from the manufacture.
Uninstalled all of the bloatware software.
I applied all of the latest Windows updates to the OS.
Configured my NIC to the same fixed IP.
Still no joy.
