network icon in system tray not being turned on by default

I manage a large community of machines (10,000+) and am working out how to upgrade them to Windows 10 Enterprise via an MDT server. So far so good, I've worked out a ton of bugs and quirks in the system but this one thing is driving me a bit crazy.

We use mostly Lenovo laptops and, under Windows 7, we use Thinkvantage Access Connections to manage network connections. Because of that we have turned off the network icon in the system tray (not grayed out, simply set it to Off). When upgrading to Windows 10 we've decided to remove Access Connections and let Windows handle network items. However, the network icon in the system tray is not being turned on by default after the upgrade and no solution I've found online has worked. I tried the registry modifications and GPO settings listed here but nothing works. The current users account is unaffected. However, if a new user logins to the machine the icon does show. I'm at a loss as to what to try next.

Sometimes when i reboot my PC the Network system tray icon would go missing, checking the notifications at control panel shows that network icon is unselectable and is at off, rebooting several times fixes the problem though, anyone know whats causing this ?
