Looking the way to lock use of 3g usb modems

I'm looking a simple way to prevent users in my network to use 3g usb modems (mobile phones and usb sticks that act like a modem) and so navigating bypassing network gateway and firewall.
Users are not local admin (now) but preventing installation isn't enough, some user could have configured the modem in the past. I can't lock usb ports at all (external drives and removable devices should be permitted).
Any hints?
