Internet connected, web pages unavailable

Windows network Diagnostics tells me: "Your computer appears to be correctly configured, but the device or resource is not responding". My problem is ONLY with my backup desktop wired pc, Windows 7 ultimate 64-bit. It was working fine last month when I fired it up. Seemingly all of a sudden this month I have this problem. I tried four different browsers and I get exactly the same results. All other pc units (Win 7, Win 8.1, or Win 10), both wired & wireless, are working fine. I have Comcast high speed Xfinity cable service with my own personal Arris TG862G modem. NONE of my PC's are joined to a "Home Network". Strange thing is, this desktop pc will load web pages correctly if I connect the ethernet cable directly into my Arris modem instead of plugging it into the D-Link DES-1105 5-port switch. I have a wired laptop, Windows 7 ultimate 64-bit, sitting beside the problem desktop and the laptop is wired to the same 5-port switch with no internet problems. I swapped ports on the 5-port switch and there was no change. I can only see one difference between the two Local Area Connection Properties. That one difference is that the laptop has a sharing tab (although "Allow other users to connect ...." is not checked) and the desktop does not have a sharing tab. Both of the network adapter Device Manager Status Codes are the same (0).

I have run is an elevated command prompt:
- ipconfig /release then /renew
- ipconfig /flushdns
- netsh winsock reset catalog
- netsh int ip reset

I am able to logon & open my Windows Home Server console.
I configured Windows 7 Network Settings for XFINITY Internet according to the comcast website.
I discovered via event log that the RPC server is unavailable. DHCP is enabled.I created Inbound rules to Support RPC & to allow inbound network traffic to RPC-enabled network services according to this Microsoft Technet website:

PROBLEM SOLVED. I dug out an old, old, old SMCTX PCI Ethernet controller card, brushed the cob-webs off of it, and believe it or not, Windows 7 found and installed a driver. My websites now load. All the while, after having pulled out all of my hair, the problem has to be a defective integrated Realtek RTL8168B/8111B PCI-E Gigabit Ethernet controller.

Connected to Internet but web pages don't load

Internet connected, but not able to load pages?
