Windows 7: Unable to log into Windows after RDP session

Unable to log into Windows after RDP session

We have a PC that we can no longer log into after the last time someone RDP'd into it. They are using Remote Desktop Connection from a Windows 7 Pro X64 PC to another Windows 7 Pro X64 PC. The problem is when you go to log into the PC and hit ctrl, alt, del, the username/password fields never appear, just a black screen of death. Same problem in safe mode. I cannot RDP into the PC anymore. Is there anyway to get back into this PC. Is there a service that maybe needs to be turned on or off or something stuck in the registry? Not sure if the pc still thinks someone is RDP'd into it. We seem to have several PCs with this issue, but a reboot usually resolves it. Any help is greatly appreciated!

How can I customize Windows Explorer to have a Session Manager?
Like a tab manager in a browser, but for Windows Explorer? I want to have a one-click open to open multiple windows (for when I'm working on some graphic design projects and have multiple windows to go back and forth in or moving around files).

Save a Windows session
Is there any way to save a session of Windows, clean reboot the machine (for updates for example), and then restore that session? Hibernate saves the Windows session to the disk and restores it upon booting, so there must be a way.
