Cant join in homegroup but with internet

Good day everyone :)

I have a question on how or why i cant connect to a home group or even view shared files

I have this kind of connection in my network

(LAPTOP1-Server)

::
(HOMEGROUP) :::: (LAPTOP2)
::
::
(Wireless Router1)
|
|
Cable
|
|
(Wireless Router2)
::
::
(LAPTOP3)



Laptop3 is having an internet but cant join to a homegroup or to view the shared file of the Server Laptop.
Router1 is having an IP 192.168.1.1 and Router2 is having an IP 192.168.1.2.
