Suddenly low and unstable internet download speed/ping.

Since yesterday, I've been dealing with a suddenly reduced internet download speed, it's extremely frustrating. I have tried changing cables, restarting router by unplugging power and plugging it again after 10 minutes, a soft and a hard reboot directly from my linksys router (192.168.1.1). I have tried flushing DNS. It seems to be shifting back and forth. I am running "ping -t www.google.com" in the background and it clearly fluctuates, high ping, low ping.

As for internet speed, on steam it shows it's %20 of what I am supposed to get. Very seldom has it reached what it's supposed to be. This started yesterday when I was downloading a Samsung Software Update and noticing it takes a while to download just 1 MB let alone 1 GB.

I just called my ISP and they said they had put a cap on my download speed because I exceeded the average usage limit or something like that. Thanks for trying to help.
