New Windows 7 Pro Format, Wont connect to the internet, Error 651

I just formatted a new hard drive with Windows 7 Pro. I cant connect to the internet with this OS (error 651). I can switch back to the other OS Windows XP on my other Hard Drive and it works fine. All my other devices connect just fine.
I researched and I saw that if you paste a new system file in "Drivers" (raspppoe.sys) it would work. I cant get that don't because I don't have Permission. I am the "administrator". I tried in safe mode and it still wont go. I need to be "Trustedinstaller". I called Microsoft and got disconnected twice and they never called me back. I have to wait 30 to 45 minutes and they just disconnect with-in the first 5 minutes. (ARGH!) I did "ipconfig" it says "media disconnected". I think I have tried everything else. U-Tube had a video where you disabled a hidden file in the "Device Manager" it would just come up and work. That didn't help.
    Please Help Me!

Do you have access to another computer? If so, make a live Linux USB or DVD. I like Linux Mint because it's very similar to Windows 7. Ubuntu is really popular too. Just do a Google search on how to make one. They are easy to make and plenty of guides.

Boot from the USB or DVD and you can paste that file any where you like. Have you ever tried to delete a file and Windows says "You do not have permission"? They are great for that too. I also use it if Windows will not boot and people have personal files they want to retrieve. Just boot a live Linux USB and transfer all their personal files to a portable hard drive.

When you boot into a live Linux OS, if it asks, DO NOT click on INSTALL. Click on TRY.

Yes, I installed all my drivers after i started windows 7 the first time. No questions are stupid!

I Googled this problem and it seems to be a common problem. The answers to my problem just never seem the same?

I'm going to re-format the hard drive and do a new install to see if that will help.
