Homenet workgroup is on but slowed way down in Win7

I.use an old style workgroup on my two station homenet.

Today just after moving some furniture a simple file transfer of 200 mb took 4 minutes or more.

A couple messages came on saying network discovery is not engaged but the slow
    transfers still work.

I checked sevenforums on this here :
Network Discovery - Turn On or Off in Windows 7

which indicated 'rules' can get reestablished with a command and command prompt.

But all the settings in my file sharing look ok. Is there other troubleshooting to do
and is that command 'safe' because I do not want to reboot.?

    An update.

I rand the two network update routines for private and public and it updated 48 rules.

    But the slowdown still exists.

Would System Restore , if I can find one prior to the slowdown, do anything to
get this homenet back to normal?

    A description is:

Machine One to Public folder performs ok.
Machine Two to Public folder is slow. It seems to be local to this one node of the two on the workgroup.

Are there any specific problems in Win7 using Workgroups rather then their HomeGroup overlay?

I have a new installation of dsl/router from a new service (installed after the slowdown as of this writing.).

A new workgroup discovery process from the control panel seems to have cleared up the
    slow problem.

I will wait a day or so and with no further comment from Sevenforums will mark this solved
    at that time.
