Help: Poor Download/Upload Speeds, but Ping is Great

I have tried both a wired (with different cables) and wireless (2 different routers) connection and get the same poor results with

Download = 0.32 Mbps
Upload = 0.42 Mbps
Ping = 19 ms

I have satellite internet (due to my rural location). When I first signed up it was great, but performance has deteriorated. ISP says signal to radio is good. Could it be the cable from radio coming into the house?
