I port-forwarded, enabled DMZ, disabled firewall, and port is closed

So I'm not exactly sure what information I need to share to resolve this issue or know how to fix it. I've been trying to open this port (7198), and no matter what I try it just won't open. I'm not exactly sure how to explain the problem, but the title pretty much says all. If there's any information I need to share please tell me.

While the port forwarding itself seems fine, there are some other things to check for. Look for this:

    - Is your firewall allowing incoming connections on this port from any host? Without this, the connection will be blocked even if the port is open.
    - Is there a program actively listening there? If not, an open port is useless is there isn't anyone to use it.
    - Does your ISP allows external connections? You should ask them if everything else fails, maybe they're blocking it for commercial reasons.

Also, do NOT put your computer in the DMZ. It's simply an immense risk to do so with an ordinary computer that's typically not secured at all. A single port forwarding does suffice.
As a test, try connecting locally, then from another computer in the LAN, and if those work then try over internet.
