Laptop won't connect to WiFi, but all other devices are fine.

It seems to be due to the Time Warner/ Spectrum merger, at least I didn't have problems until yesterday. I have a Belkin router and all of my and my wife's other devices connect fine. The Windows 7 laptop does not. It says "No Internet access", yet the connection shows as Excellent. I've tried every fix I could find online (restart router, disable anti virus and windows firewall, various cmd commands, etc), and nothing helps. Ipconfig /all shows physical addresses of 00-00 all the way through. Help!

I'll see what I can do, using only my phone's wifi.

Edit: I had to do print screen on the laptop, save the images to a micro sd, then put that in my phone.

    Here they are:

Somehow I fixed it myself. All I did was plug it in via ethernet. For some reason, once I did that, the WiFi staged working again.
