    Low download and upload speeds.

Win7 pro on desktop, Dell, Intel i3 4150 CPU @3.5 GHz, Ram 4GB, 64bit. I am having a problem with low download and upload speeds, my results were 17.6 Mbps download and 3.3 Mbps upload and I pay for 60Mbps. My computer is kept very clean and lean as verified remotely by a technician and my ISP (Spectrum) tells me that everything is good their end. They also suggested that I hook up another pc or laptop to my incoming line and check the speed again, however I do not have family or friends close to me to be able to do that. What other suggestions, checks, diagnosis can you recommend me try ? TIA.

Welcome to the forum. What sort of internet are you on cable or other, are you using wireless or network cable and what's your router?
