Can't ping Desktop Computer with wired connection

I have an issue where I can ping my desktop from my Laptop with a wireless connection but not a wired. I have Spectrum (Time Warner) Cable service. With wireless enabled and wired disabled I can see all components on the network. When wired everything else works, and I can ping everything except my Desktop. Desktop has a static IP, 192.168.0.20, and hosts a FlexLM Sever I ultimately need to see with my Laptop. Have tried static and dynamic ip's with the Laptop. I brought my work laptop home and was able to ping the desktop with both wired and wireless connections to the Modem. I'm by no means a networking Guru but I have searched for many hours and tried the things listed below. Rebooted everything many many times and unplugged all hubs switches and modem for over 10 secs.

    netsh interface ip delete arpcache
netsh interface ipv4 add neighbors "Local Area Connection" 192.168.0.20 (mac address)
netsh interface ip add neighbors "Local Area Connection" 192.168.0.20 (mac address)
    arp -s 192.168.0.20 (mac address)
    netsh winsock reset

Attached are ipconfig -/alls for Wired Laptop and Desktop. Thanks for any help

IP are correct so you need to look at the hub or switch blocking it move the laptop down the chain by passing Poe switch then hub until you find the problem

I tried plugging the Laptop into the same hub the desktop is plugged into. Still not able to ping. Seems funny I was able to ping the Desktop with the computer I brought home from work when plugged into the Arris Cable Modem. I have also tried disabling the firewall on both the Desktop and Laptop with no luck. Also seems weird I can ping when the Laptop is connected over wireless. Most of the posts I read had problems with wireless to wired.

I'm pinging by IP address. Attached are results from NetBScanner and arp -a which can see everything except my Desktop at 192.168.0.20. 192.168.0.113 is my Laptop listed as Master Browser.

My other option is to add an access point out in my shop since the Laptop can connect to the FlexLm server on the desktop on the wireless connection. I ran a wired connection since my Cable Modem's Wireless wouldn't reach to the shop. That's what started out this issue.
