60Mbps connection limited to 7Mbps after being disconected from router

This is a something I haven't run into before.

The machine is a PC using a wired connection to a router.

If we remove the PC's Ethernet cable from the back of the router and then reconnect it download speeds are consistently limited to just around 7Mbps.

Disabling then re-enabling the local area connection fixes the problem and immediately re-running the speedtest shows speeds back where they should be.

I don't think the router is the issue because simply re-enabling the local area connection solves the problem and DHCP isn't a factor. I'm just not sure where to go next.

What I've tried so far:
- Setting the speed and duplex option from auto-negotiation to 100Mbps
- Disabling unnecessary protocols leaving just IPv4 and the VPC network filter driver.
- Specifying IP and DNS info in TCP/IP (previously only DNS had been specified and a new DHCP lease was being obtained when the local area connection was re-enabled)

Additional details:
- The OS is Windows 7 Pro
- NIC is a Realtek (RTL8168C(P)/8111C(P) Family PCI-E Gigabit Ethernet)
