Chrome having Network Issues on Downgraded User Account


So I have this strange problems where two specific software is having network issues on this one standard User account. Chrome is laggy and another software I used to rip videos off Youtube called, Wondershare, lags.

As far as I know, no other browser or software is having this issue on Standard User account. Chrome and this other software is known to work on the Admin account and every other newly created account. It is important to note that this account used to be the general use account on this computer, with Admin rights, that was downgraded to Standard User account some time ago.

I have try giving the account Admin rights back and booting into Safe Mode with Networking but the problem still persist on that account.

Could Chrome network issue be related to this account being downgraded to Standard User or something else I didn't think about?
